POWER MARKET FACES RATE INCREASE

In lieu of the recent analysis of Ontario's financial position, Premier Dalton McGuinty has announced a strategy to deal with the massive budget deficit. Part of the plan deals with addressing the electricity rate freeze as implemented by the previous government on November 1st, 2002. The rate cap of 4.3 cents per kilowatt-hour has unfortunately added approximately $700 million to the Government's current deficit.
Premier McGuinty has directed the new Energy Minister, Dwight Duncan to focus on this issue and recommend a solution within thirty days. A further announcement should be made in the latter part of November. As your energy manager, we feel it is imperative to keep your company apprised of any developments in the energy industry. We will attempt to provide prompt communication to clarify any proposed changes the new government announces regarding the energy market. Starting April 1, 2004, your locations, as a designated end-users (municipalities, universities, school boards, charities, hospitals - MUSH), will pay 4.7 cents per kilowatt-hour for the first 750-kilowatt hours of electricity they use each month. All additional electricity used each month will be charged at a rate of 5.5 cents per kilowatt-hour. To put this into perspective, an average home in Ontario consumes about 1000-kilowatt hours/month. This is an interim pricing measure that will only be effective until May 2005.
What Does This New Amendment Mean To Your Facility?
For members of the HealthPRO portfolio, all of which are designated under this MUSH category, we have been analyzing the possible savings if your facilities were to enter into fixed price supply arrangements. This preliminary analysis has illustrated that there will very likely be additional value for your organizations by arranging alternate electricity supply, based on the indicative market prices currently available.
As agent working on your behalf HealthPRO, and our partner ECNG, would like to further investigate this possibility of savings on a site-by-site basis. This analysis needs to be specifically tailored to each facility and customized based on your own usage profile. As such, we would like to once again begin collecting the most recent electricity usage history for all of our member sites.
To collect this data, we will require a utility release letter (see attached template) to be copied onto your corporate letterhead, addressed to your specific utility, signed and returned to us. This letter will give us authorization to collect usage history from your Local Distribution Company only. Once we have received this data, we can profile and analyze it in order to then further review potential savings with you.
